HARRIS PLAN “Reduce Poverty”

Harris has announcing a new plan to lower costs for American families. If I had to draw a Venn diagram of the plan — Harris is known to adore Venn diagrams — it would consist of two circles. One would be “proposals that reduce inflation.” The other would be “proposals that are good.” There would be no overlap.

INCREASE CHILD TAX CREDIT

The “good” circle of Harris proposals consists largely of familiar Democratic Party plans to shore up the welfare state. Harris’s plan would increase the child tax credit from $2,000 to $3,000, plus $6,000 per child in the baby’s first year.

HEALTH INSURANCE

She would extend enhanced subsidies for purchasing health insurance on the individual market, which makes health care affordable for workers who are too affluent for Medicaid but can’t don’t get insurance from an employer. (Those subsidies are set to expire in 2025.)

EARNED INCOME TAX

Harris would also increase the Earned Income Tax Credit for low-income workers who don’t have children.

LOWER PRESCRIPTION DRUGS

Harris also proposes to expand the administration’s power to negotiate the cost of prescription drugs, which the Inflation Reduction Act created in embryonic form. That lowers the cost of medication for consumers, and also saves money for taxpayers.

AFFORDABLE HOUSING

The final good idea in Harris’s plan is to increase the supply of housing. Housing costs have risen primarily because local regulations make it difficult or impossible to build housing in places people want to live. Solving the NIMBY (“not in my back yard”) problem is difficult, especially at the federal level, because the opposition occurs mostly in the form of local zoning regulations. But there is a federal role in giving states and cities an incentive to cut the red tape and permit more housing construction.

END POVERTY

The federal government, fails to capture critical needs like housing, education, health care, transportation, energy, and other necessities, and therefore understates the true share of Americans living in poverty.

We will support the 10-20-30 funding approach, to direct at least 10 percent of federal funding to communities where 20 percent or more of the population has been living below the poverty line for 30 years or longer. Directing more federal investment to the communities most in need will help create jobs; improve and expand housing; modernize and expand transportation, clean water, wastewater, energy, and broadband infrastructure; and promote shared prosperity.

Raise the Minimum Wage

We will raise the minimum wage to $15 an hour and guarantee equal pay for women, two measures that in combination will pull millions of families out of poverty.

Tax Breaks

We will make it easier for working families to benefit from targeted tax breaks, including the Earned Income Tax Credit and the Child Tax Credit, which too often go unclaimed by the lowest-income tax filers. We will significantly expand affordable housing and build new public housing for the first time since the 1990s, and guarantee Section 8 benefits to all who qualify—all of which will help reduce housing costs and increase housing availability for low-income families.

Health Care is a Right

Democrats believe health care is a human right. We will incentivize states to expand Medicaid and enroll low-income people who do not otherwise have health insurance in a new, high-quality public option without premiums.

No One Should Go Hungry

In the wealthiest country on earth, it is a moral abomination that any child could ever go to bed hungry. Democrats will increase funding for food assistance programs, including SNAP, WIC, and school meals. We will also remove barriers that keep the formerly incarcerated from accessing food assistance.

Lower Utility  bills

Democrats will lower families’ energy bills by making energy-saving upgrades to up to two million low-income households and affordable and public housing units within five years,

Ending the Nightmare of the Homeless, Drug Addicts, and Dangerously Deranged

Our once-great cities have become unlivable, unsanitary nightmares, surrendered to the homeless, the drug addicted, and the violent and dangerously deranged. We are making many suffer for the whims of a deeply unwell few. And they are unwell indeed.

The homeless have no right to turn every park and sidewalk into a place for them to squat and do drugs. Americans should not have to step over piles of needles and waste as they walk down a street in a beautiful city. Or at least once beautiful city because they’ve changed so much over the last ten years.

Our first consideration should be the rights and safety of the hardworking, law-abiding citizens who make our society function.

When I am back in the White House, we will use every tool, lever, and authority to get the homeless off our streets. We want to take care of them, but they have to be off our streets.

There is nothing compassionate about letting these individuals live in filth and squalor rather than getting them the help that they need. We need professionals to help them.

For a small fraction of what we spend upon Ukraine, we could take care of every homeless veteran in America. Our veterans are being treated horribly.

Likewise, with all the money we will save by ending mass unskilled migration, we will have a huge dividend to address this crisis in our own country.

Under my strategy, working with states, we will BAN urban camping wherever possible.

Violators of these bans will be arrested, but they will be given the option to accept treatment and services if they are willing to be rehabilitated. Many of them don’t want that, but we will give them the option.

We will then open up large parcels of inexpensive land, bring in doctors, psychiatrists, social workers, and drug rehab specialists, and create tent cities where the homeless can be relocated and their problems identified. We will open up our cities again, make them livable and make them beautiful.

For those who are just temporarily down on their luck, we will work to help them quickly reintegrate into a normal life.

For those who have addictions, substance abuse, and common mental health problems, we will get them into treatment.

And for those who are severely mentally ill and deeply disturbed, we will bring them back to mental institutions, where they belong, with the goal of reintegrating them back into society once they are well enough to manage. It’s a tough task, a very tough task, what’s taken place on the streets, what’s taken place when they’re taking so much drugs. But the fact is we’re going to try.

This strategy will be far better and also far less expensive than spending vast sums of taxpayer money to house the homeless in luxury hotels without addressing their underlying issues—and they have so many of these underlying issues and needs.

This is how I will end the scourge of homelessness and make our cities clean, and safe, and beautiful once again. We will do it. We will bring back America.
